major shift.<\/p>\n<p data-start=\"56\" data-end=\"302\">Following the introduction of the so-called \u201cNordis law\u201d (March 2026), developers can no longer rely on the old model in which apartments were marketed and promised for sale without a clearly defined cadastral structure of the future condominium.<\/p>\n<p data-start=\"304\" data-end=\"461\">Today, pre-apartment subdivision documentation has become a necessary step for signing sale and purchase pre-agreements in many new residential developments.<\/p>\n<p data-start=\"463\" data-end=\"547\">And this completely changes how a project must be prepared from its earliest stages.<\/p>\n<h2 data-section-id=\"gnlq6u\" data-start=\"549\" data-end=\"585\">What is pre-apartment subdivision<\/h2>\n<p data-start=\"587\" data-end=\"771\">Pre-apartment subdivision is the process through which the future individual units within a building are technically and cadastrally defined before the construction is fully completed.<\/p>\n<p data-start=\"773\" data-end=\"886\">Simply put, the apartments, parking spaces, storage units and common areas are organized and identified based on:<\/p>\n<ul data-start=\"888\" data-end=\"1019\">\n<li data-section-id=\"5qx98w\" data-start=\"888\" data-end=\"909\">the building permit<\/li>\n<li data-section-id=\"1wab4yi\" data-start=\"910\" data-end=\"967\">the DTAC documentation approved \u201cwithout modifications\u201d<\/li>\n<li data-section-id=\"exhg9i\" data-start=\"968\" data-end=\"1019\">architectural layouts and technical documentation.<\/li>\n<\/ul>\n<p data-start=\"1021\" data-end=\"1090\">This stage is essential for signing sale and purchase pre-agreements.<\/p>\n<h2 data-section-id=\"11y6a5i\" data-start=\"1092\" data-end=\"1130\">What changed after the \u201cNordis law\u201d<\/h2>\n<p data-start=\"1132\" data-end=\"1290\">Until recently, many projects moved forward with reservations and sale promises without sufficiently clear technical documentation regarding the future units.<\/p>\n<p data-start=\"1292\" data-end=\"1431\">The problems usually appeared later, especially in situations where the same unit ended up being promised or contracted to multiple buyers.<\/p>\n<p data-start=\"1433\" data-end=\"1556\">The new legislative direction places much greater emphasis on transparency and traceability from the pre-contractual stage.<\/p>\n<p data-start=\"1558\" data-end=\"1605\">This means developers must clearly demonstrate:<\/p>\n<ul data-start=\"1607\" data-end=\"1713\">\n<li data-section-id=\"keu8r9\" data-start=\"1607\" data-end=\"1635\">what exactly is being sold<\/li>\n<li data-section-id=\"1t2fjfe\" data-start=\"1636\" data-end=\"1665\">how the building is divided<\/li>\n<li data-section-id=\"mfaar5\" data-start=\"1666\" data-end=\"1685\">the unit surfaces<\/li>\n<li data-section-id=\"14c4bti\" data-start=\"1686\" data-end=\"1713\">the condominium structure.<\/li>\n<\/ul>\n<p data-start=\"1715\" data-end=\"1825\">In practice, pre-apartment subdivision becomes the technical foundation of a properly structured sale process.<\/p>\n<p data-start=\"1827\" data-end=\"1895\"><strong>One of the most common misunderstandings is related to measurements.<\/strong><\/p>\n<p data-start=\"1897\" data-end=\"1981\"><strong>During the pre-apartment subdivision stage, NO on-site measurements are carried out.<\/strong><\/p>\n<p data-start=\"1983\" data-end=\"2022\">The documentation is prepared based on:<\/p>\n<ul data-start=\"2024\" data-end=\"2145\">\n<li data-section-id=\"sygjek\" data-start=\"2024\" data-end=\"2056\">the approved technical project<\/li>\n<li data-section-id=\"1px4o8l\" data-start=\"2057\" data-end=\"2078\">architectural plans<\/li>\n<li data-section-id=\"10xtv8p\" data-start=\"2079\" data-end=\"2103\">existing documentation<\/li>\n<li data-section-id=\"vlt4h0\" data-start=\"2104\" data-end=\"2145\">already available cadastral information<\/li>\n<\/ul>\n<p data-start=\"2147\" data-end=\"2302\">The final surfaces and updates are established later, during the final subdivision and building reception stage, when cadastral measurements are performed.<\/p>\n<h2 data-section-id=\"jwqra4\" data-start=\"2304\" data-end=\"2341\">Why it is important for developers<\/h2>\n<p data-start=\"2343\" data-end=\"2475\">In reality, pre-apartment subdivision is a way to bring structure and predictability to a project from the development phase itself.<\/p>\n<p data-start=\"2477\" data-end=\"2646\">For developers, it means the possibility to legally begin the sales process without future blockages or documentation that needs to be redone midway through the project.<\/p>\n<p data-start=\"2648\" data-end=\"2845\">At the same time, it reduces legal risks that may arise after signing sale and purchase pre-agreements, especially in projects where changes occur between the design phase and the actual execution.<\/p>\n<p data-start=\"2847\" data-end=\"3032\">Properly prepared documentation also simplifies the relationship with notaries, public institutions and banks, reducing time lost on clarifications, additional paperwork or corrections.<\/p>\n<p data-start=\"3034\" data-end=\"3370\">Perhaps the most important aspect, however, is trust. Following recent legislative changes and the issues that emerged in several large residential projects, buyers and business partners now demand far greater clarity from the very beginning of the sale promise stage. And that clarity starts with the project\u2019s technical documentation.<\/p>\n<h2 data-section-id=\"14jsh0i\" data-start=\"3372\" data-end=\"3401\">Where most problems appear<\/h2>\n<p data-start=\"3403\" data-end=\"3494\">Based on experience from residential projects, the biggest difficulties usually occur when:<\/p>\n<ul data-start=\"3496\" data-end=\"3711\">\n<li data-section-id=\"16csrm9\" data-start=\"3496\" data-end=\"3545\">pre-apartment subdivision is postponed too late<\/li>\n<li data-section-id=\"51tkr5\" data-start=\"3546\" data-end=\"3586\">the project undergoes repeated changes<\/li>\n<li data-section-id=\"1fyc6th\" data-start=\"3587\" data-end=\"3665\">there is no coordination between the architect, developer and cadastral team<\/li>\n<li data-section-id=\"ob9fgg\" data-start=\"3666\" data-end=\"3711\">the documentation is prepared superficially.<\/li>\n<\/ul>\n<p data-start=\"3713\" data-end=\"3760\">At that point, delays begin to directly impact:<\/p>\n<ul data-start=\"3762\" data-end=\"3830\">\n<li data-section-id=\"16ni2io\" data-start=\"3762\" data-end=\"3769\">sales<\/li>\n<li data-section-id=\"1k6sqyx\" data-start=\"3770\" data-end=\"3781\">contracts<\/li>\n<li data-section-id=\"nwb3fp\" data-start=\"3782\" data-end=\"3807\">the project\u2019s cash flow<\/li>\n<li data-section-id=\"1ql3t8m\" data-start=\"3808\" data-end=\"3830\">client relationships.<\/li>\n<\/ul>\n<p data-start=\"3832\" data-end=\"3996\">After the pre-apartment subdivision procedure, the next stages are the reception of the actually completed construction and the final apartment subdivision process.<\/p>\n<p data-start=\"0\" data-end=\"191\">In this new legislative context, <strong>Xplorate Group submitted the first pre-apartment subdivision documentation for the Cortina Elysium project following the entry into force of the \u201cNordis law\u201d.<\/strong><\/p>\n<p data-start=\"193\" data-end=\"344\">The project, developed by Eden Capital Development, includes more than 900 individual units and is part of a long-term partnership with Xplorate Group.<\/p>\n<p data-start=\"346\" data-end=\"518\">At the same time, we are currently handling more than<strong> 20 future property registration and pre-apartment subdivision projects, totaling over 10,000 individual units.<\/strong><\/p>\n<p data-start=\"520\" data-end=\"738\" data-is-last-node=\"\" data-is-only-node=\"\">These types of projects confirm the direction in which the market is moving: greater legal clarity, technical documentation prepared from the early stages, and increased control over the sales and registration process.<\/p>\n<h2 data-section-id=\"8dtpi\" data-start=\"3998\" data-end=\"4011\">Conclusion<\/h2>\n<p data-start=\"4013\" data-end=\"4145\">The real estate market is entering a phase where technical documentation can no longer be treated as a simple administrative detail.<\/p>\n<p data-start=\"4147\" data-end=\"4342\">After the \u201cNordis law\u201d came into force, pre-apartment subdivision became one of the key stages that can directly influence both the sales pace and the legal security of a residential development.<\/p>\n<p data-start=\"4344\" data-end=\"4486\" data-is-last-node=\"\" data-is-only-node=\"\">And developers who prepare these stages in advance will have a clear advantage: fewer blockages, more control and a more stable sales process.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The real estate market is going through a major shift.
